If the student is still without a place to study, the responsibility for guidance and supervision passes to the young person’s place of residence.
According to the National Board of Education, just under 1,500 young people still do not have a place to study after primary school. The law raising the compulsory education to 18 years will come into force at the beginning of August.
As late as mid-June, the National Board of Education saidthat less than 3,000 young people who had completed basic education had lost their place in secondary, joint or preparatory education in national searches.
All those who completed basic education did not apply at all in a joint application. The Board of Education does not know the exact number of non-applicants before September. However, the number is expected to be small.
“One per cent of those who have completed basic education, or about 600, do not apply in a joint application. That has been the case for years, ”says Karhu.
The revised law does not impose sanctions on a young person who lacks a place of education. Instead, the guardian of a young person may be fined if he or she fails to fulfill his or her duty to supervise the completion of compulsory education.

The law extending compulsory education comes into force one age group at a time. The obligation to apply for and continue in secondary education practically affects those young people who in the spring of 2021 are in the 9th grade of basic education, ie mainly born in 2005.
From this final age group on basic education, the extension of compulsory education will apply to all young people moving from primary to secondary education.
