The establishment of a kindergarten will no longer be a matter of notification in the future.
Minister of Education Li Andersson (left) says in an interview with Uutissuomalainen that there will be no restrictions on the profit-making of private early childhood education during this term of government. A clarification of the matter has been included in the government program, but the project is not progressing.
According to Andersson, the Ministry of Education and Culture has not succeeded in finding strong enough legal grounds for restricting the freedom of trade guaranteed by the Constitution.
The most effective way to address profit-seeking in early childhood education is for municipal decision-makers not to outsource early childhood education “too extensively,” for example, with service vouchers or purchase service agreements, Andersson says.
Another issue related to private early childhood education, on the other hand, is progressing. The Early Childhood Education Act is to be amended so that instead of the current notification procedure, the law provides for a permit for private kindergarten activities. The start of operations would therefore require the approval of the regional government agency in the future.
The proposal will be submitted to Parliament during the autumn and the amendment to the law is due to enter into force in 2023.
