The Senate approved today (21) the provisional measure (MP) that creates the National Nuclear Safety Authority (ANSN). ANSN will be an autarchy responsible for monitoring, regulating and inspecting nuclear activities and facilities in Brazil. The new body arises from the dismemberment of the National Nuclear Energy Commission (CNEN). The text goes to presidential approval.
Among the competences of the new autarchy is that of establishing norms and requirements on nuclear safety, radiological protection and physical safety of nuclear activities and installations, and the regulation, establishments and controls necessary to comply with the Brazilian Nuclear Policy.
ANSN will also be responsible for editing rules, granting licenses and authorizations (relating to the transfer and trade of minerals, ores, concentrate and slag with uranium or thorium), as well as editing rules, inspections, safety assessments, and issuing licenses, authorizations , approvals and certifications.
In his opinion, senator Eduardo Gomes (MDB-TO), rapporteur of the MP in the Senate, explained that the government pointed out “the need to create a regulatory body in the nuclear area to unlink the activities to promote and encourage the use of nuclear energy activities of inspection and control of the uses of nuclear energy as well as the repression of illegal activities”.
The proposal approved in Congress foresees a hearing in the Federal Senate for the appointment of the CEO and the two directors of the ANSN collegiate board. The members of the board of directors will serve non-coinciding five-year terms, with reelection being prohibited.
