Russia is concerned about the expansion of the Iranian nuclear program and its ever greater deviation from the parameters agreed by the Joint Comprehensive Plan of Action on the Iranian Nuclear Program (JCPOA). This was announced on November 24 by the permanent representative of the Russian Federation to international organizations in Vienna, Mikhail Ulyanov.

In addition, they noted the need to correct the current situation, as well as to establish the reasons for Tehran’s deviation from the nuclear deal.
“It is necessary to eliminate the root causes that prompted Iran to deviate from the terms of the nuclear deal, namely the US withdrawal from the JCPOA and Washington’s massive sanctions on Iran,” Ulyanov added.
He considered the negotiations in Vienna to restore the JCPOA the only way to solve the problem. At the same time, the Permanent Representative clarified that the negotiators should not “start the dialogue from scratch,” this will ensure the dynamic progress of the negotiations.
On October 29, Iranian Deputy Foreign Minister Ali Bakeri called the talks held in Moscow with Russian Deputy Foreign Minister Sergei Ryabkov fruitful and positive. During the meeting, the parties discussed the possibility of lifting sanctions against Iran and agreed to continue consultations.
The readiness to resume indirect negotiations with Iran on the JCPOA after the resolution of a number of unresolved issues became known on October 27. A State Department spokesman said Washington hopes for the Iranian side to return to Vienna to resume negotiations “promptly and in good faith.”
The JCPOA was signed in 2015, it assumed the lifting of sanctions in exchange for limiting Iran’s nuclear program as a guarantor of Tehran’s non-receipt of nuclear weapons. However, in May 2018, the United States announced a unilateral withdrawal from it and the restoration of tough sanctions against Tehran. In response, Iran has gradually begun to backtrack on its obligations under the treaty.
