Senate approves PEC of Precatório; proposal back to Chamber – ISTOÉ MONEY

BRASÍLIA (Reuters) – The Senate approved, in two rounds, the PEC dos Precatório, which modifies the rules for the discharge of government debts and changes the deadline for correction of the spending ceiling by the Broad Consumer Price Index ( IPCA).

The proposal intends to give the Executive room to put Brazil Aid into practice to replace Bolsa Família, on a permanent basis. The government’s intention is for its approval to take place in time to allow payment of the benefit before Christmas.

Changed during the course of the Senate, the text will have to return to the Chamber of Deputies.

Earlier, the PEC rapporteur and government leader, Fernando Bezerra Coelho (MDB-PE), released a new version of his opinion, accepting demands from senators in an attempt to broaden support for the proposal.

One of the changes accepted by Bezerra concerns the linking of the entire fiscal space created by the proposal to social and social assistance purposes.

“I quote them: expansion of social programs to combat poverty and extreme poverty; and health, welfare and social assistance. Thus, all the effort made by the National Congress in the search for resources will be linked to the most urgent social purposes in this moment of crisis”, explains the congressman in the report.

“Another suggestion that we welcome… is to reduce the time that the sub-limit for court orders will be in effect. Instead of being in force for the entire time of the New Fiscal Regime, that is, until 2036, the sub-limit will last until 2026, allowing enough time for the Executive Branch to better monitor the process of calculation and formation of court orders and their fiscal risks, but without creating a liability that is even more difficult to execute in the budget”, he added.

Bezerra also informed that he had withdrawn from the text measures related to the securitization of tax debts, a topic that did not have a consensus in the House.

The Precatório PEC needed at least 49 favorable votes to be approved by the Senate plenary. In the first round, its main text obtained 64 votes to 13. In the second round, 61 votes to 10.

The proposal modifies the rules for the discharge of these government debts whose payment was determined by the Justice, and alters the deadline for correction of the spending ceiling by the Broad Consumer Price Index (IPCA).

This Thursday, the Senate is still analyzing a provisional measure that creates Brazil Aid.
