Without the damper mechanism, the average price for AI-92 gasoline in the central part of Russia in April would have been 51.70 rubles per liter, the Ministry of Energy told Izvestia. At the same time, the actual retail price of AI-92 was 45.11 rubles per liter, the department added.
“That is, if retail prices in Russia were formed on market conditions depending on world prices, then the price of gasoline under current conditions could be 6.5 rubles per liter higher than the current one,” the Ministry of Energy said.
The department noted that one of the main priorities of the current damper mechanism remains to maintain the rate of change in final retail prices for the consumer not higher than the inflation rate by compensating for the difference between the export alternative and the price of the domestic market. Its cancellation will deprive the market of the protective mechanism, concluded in the Ministry of Energy.
Earlier, Izvestia wrote that the State Duma demanded that the Ministry of Energy and the Ministry of Finance prove the effectiveness of the damper mechanism. On April 6, the first deputy chairman of the State Duma Committee on Budget and Taxes Mikhail Shchapov sent letters to Finance Minister Anton Siluanov and Energy Minister Nikolai Shulginov with such a request. The parliamentarian noted that despite the introduction of a damper mechanism, fuel prices in the country continue to grow constantly.
