The Miguel Agustín Pro Juárez Human Rights Center (Centro Prodh) presented the report “Military power, the National Guard and the risks of renewed military leadership”, on the deepening of militarization in Mexico during the presidential term Andrés Manuel López Obrador.
The Prodh Center detailed that the report seeks to recall that in Mexico a process of gradual demilitarization of public life is urgently needed to make security policies more efficient, to reduce human rights violations and to redirect the civil-military relationship in the logic typical of a democracy that bets on the civil route.
In this regard, the human rights center explained that despite the expectation of a gradual demilitarization of security, the report shows how the National Guard blurred its civil character and increased its military identity. In addition, it also realizes how the legal framework that the Armed Forces demanded for decades was specified and the risky lack of effective internal and external controls.
In this sense, the Prodh Center indicated that the document also refers to some of the pending issues of the Supreme Court of Justice of the Nation (SCJN) and the Judicial Power of the Federation (PJF) against a militarized National Guard and an Army without controls. ; On this point, he warned that the intention to transfer the National Guard to the Secretariat of National Defense (Sedena) is a risk for human rights.
For more than 30 years, the Prodh Center has documented and denounced impunity in crimes and serious human rights violations committed by the Armed Forces, the steps towards the militarization of public security and the erosion of military subordination to civilian authorities. .
