22 institutions ask for “total rejection” of the IR reform project

A group formed by 22 institutions from different sectors of the economy launched a manifesto requesting “total rejection” of the changes in the Income Tax proposed by the PL 2337/21, prepared by the federal government and reported by deputy Celso Sabino (PSDB-PA).

In evaluating these entities, the text would increase the tax burden and complexity of the tax system. The initiative is coordinated by the tax expert Gustavo Brigagão, president of the Center for the Study of Law Firms and partner at Brigagão law firm, Duque Estrada.

For Gustavo Brigagão, the alleged purpose of releasing wage earners is a “fallacy”. What there is is a mere monetary restatement – ​​far short of what is necessary – of the income tax ranges, which has not been done over all these years, he said.

“The government package is a set of disjointed rules that will produce extremely harmful effects on the economy by generating such an increase in the tax burden for the Brazilian middle class and changing the tax policy that has been successfully in force for three decades.”

In the assessment of the tax expert, the revocation of the non-levy of the Income Tax on the distribution of dividends is the worst of the changes promoted. It also criticizes: the elimination of the deductibility of interest on equity, changes in the rules for taxation of presumed profit and the elimination of simplified IR discounts.
