With the cold, SP expands structure to welcome those who live on the streets – ISTOÉ DINHEIRO

With the arrival of another cold front, São Paulo should have new records for low temperature in the coming days, as an alert from the Climate Emergency Management Center (CGE). The forecast is that, in the early hours of Friday (30), the minimum will be around 3º degrees Celsius (ºC).

A major concern in the city is the reception of almost 25,000 homeless people in the capital, according to the 2019 census. A survey by the National Movement of the Street Population indicates that at least 14 people died from the cold this year.

The city hall informed that it will make a task force to reinforce the support network for this population. Starting this Wednesday (28), five tents will be set up at strategic points, in which blankets, soup, warm clothes and hygiene kits will be distributed.

The tents are located in: Praça da Sé and Praça Princesa Isabel, in the central region; Barão de Tietê Square, in Mooca; Salim Farah Maluf Square, in Santo Amaro; and Miguel Dell’erba Square, in Lapa.

In the tents, the teams from the Consultório na Rua Program, an initiative of the Municipal Health Department, will be available for any medical assistance. In addition, there will be transport to take those who want to stay overnight at the centers offered by the city hall.

817 emergency vacancies were also created in shelters, which will be available from tomorrow. These vacancies are added to the 340 already existing through Operation Low Temperatures. Part of the new offers (237) are in hotel beds in the city center, a demand from organizations that accompany the homeless population.

The city government emphasizes that the population can request a social approach through Central 156 (toll free in options 0 and then 3). The request can be anonymous and it is necessary to inform the address where the homeless person is, cite physical characteristics and details of clothing.

The Contingency Plan for Low Temperature Situations remains in effect until September 30 of this year. The measure is activated when the temperature reaches a level equal to or less than 13ºC or equivalent thermal sensation. According to the city hall, 5,300 people were welcomed in the early hours of May, 5,400 in June and 4,700 until 25 July.

Climate conditions

Temperatures drop from tomorrow due to the arrival of a cold front that will cause cloudiness and rain in the early hours of this Wednesday. There is forecast for lightning and wind gusts, which increases the possibility of flooding and falling trees. The maximum will not exceed 16ºC and the minimum 10ºC.

The day should also be cloudy on Thursday (29), when a strong polar air mass arrives, which will also cause rain. Thermometers range between 6°C and 12°C. The CGE simulations indicate that the minimum temperature will be 3º C at dawn on Friday (30). The maximum on that day will be 13ºC.
